Appeal of applicant Penn Venture Capital LLC and Greenhouse Development LP, for a Special Exception approval to construct and operate a Residential Treatment Facility. The applicant is proposing a 47-bed facility offering voluntary inpatient substance abuse rehabilitation programs in the new building. Variances are also required for the following: setback between parking spaces and a property line: required: 10’; proposed: 5’. Width of entrance and exit drives: required: 25’ for 2 way use; proposed 18’. Off-street loading spaces: required: two 12’x35’ spaces; proposed: none.
