Notice is hereby given that the ZONING HEARING BOARD will have a meeting in TOWN HALL, 10 E. Church Street, Bethlehem, PA, on Wednesday, October 19 2011 at 6:00 PM for the purpose of hearing the following appeals.

1. 111 Dewberry Avenue
Appeal of equitable owner Penn Venture Capital LLC for Special Exception approval to operate a Residential Treatment Facility in the vacant Calvary Baptist Church. The applicant is proposing a 70-bed facility offering voluntary inpatient substance abuse rehabilitation programs in the vacant Church building. [1305.02(c)(1), 1325.07, 1325.08 (j) and (k)]

2. 3485 Linden Street
Appeal of equitable owner Penn Venture Capital LLC for Special Exception approval to operate a Juvenile Residential Treatment Facility on property that is currently in a wooded, unimproved state. The applicant is proposing a two-story 60-bed facility offering voluntary inpatient substance abuse rehabilitation programs, with 21 parking spaces between the building and Linden Street. The applicant is challenging the Zoning Officer’s opinion that the parking lot be separated from the street curb line by a curb, planting strip and sidewalk built to City Specifications plus a 3’ buffer yard, and that screening of at least 4’ in height shall be located between the parking lot and any lot in a residential district that abuts directly or across a street. In the alternative, the applicant seeks a variance for the parking lot buffering, sidewalk and curb requirements.
